I explained to Mr. Wei Han that I was exceed-
-ingly anxious that every possible safeguard should be instituted for the welfare of Chinese Emigrants who embarked from Hongkong. That the Registrar-General had for the last 2 years been constantly enquiring and endeavouring to ameliorate their position. I dis- -liked contracts but they were often beneficial to the emigrants by binding the employers to just terms. Only today a boarding house licence had been cancelled because the licensee had forcibly detained two youths who were unfit for emigration. We were still concerned in this matter and had various projects in view and I would welcome any suggestions from Mr. Wei Han. I invited him to attend the Registrar-General's Office and see the process of passing emigrants himself, and he would there be told the various methods adopted for explaining to the emigrants the conditions they might anticipate, and for seeing that they understood them. The precautions re women and girls were especially worthy of attention. He gladly accepted and arranged to attend tomorrow at

I pointed out that if the proposed Currency Reform is effected, and dollars are made the standard coin there would be a great redundancy of 20 cent pieces. It would probably in that case be necessary for us to prohibit their circulation here. I suggested he should point this out to the Viceroy and urge that no more should be minted. He said they had recently minted in order to meet the notes of an insolvent Bank. We pointed out that the only proper
course was to have a Reserve for all Banks.
